Ultimele decenii au inregistrat o extraordinara crestere in toate regiunile si tarile a asa -numitelor initiative de tip cluster. In particular, tarile nord-europene au fost primele care au realizat cat de importante sunt clusterele bazate pe schimbul de know-how. De exemplu Parcul Stiintific NOVI reuneste unul dintre cele mai mari clustere de C&D - din Danemarca iar Fondurile Structurale au avut un rol important in succesul NOVI Recent, tari precum Republica Ceha, Estonia, Letonia, Lituania, Slovenia si Polonia au inceput sa adopte conceptul de cluster in politicile lor recunoscand importanta clusterelor ca vehicol al cresterii economice. Principalele beneficii ale clusterelor inovative sunt: stimuleaza inovarea si cresterea productivitatii; accelereaza dinamica pe termen lung a afacerilor; genereaza mai multe locuri de munca si crestere economica. Tarile nord-europene ofera unele exemple de buna practica pentru dezvoltarea clusterelor. In conformitate cu Forumul Economic Mondial asupra Competitivitatii Globale in 2004 , cel mai des se intalnesc clustere in Finlanda, Italia, Danemarca si Suedia.
